To the builder
It looks like the weep drain holes are covered forcing the rain to drain into the wall. I will climb up there the next clear day.
Any suggestions?

Builder stopped in and looked at the issue. He believes it may be the weep holes behind the trim. He said he will be out to fix it in the next few weeks.
